6-2-3: PARKING DURING SNOW REMOVAL

A. Interference With Snow Removal:
1. After an accumulation of three inches (3") or more of snow has occurred and until both sides of the street, alley or public way have been plowed, it shall be unlawful to allow any vehicle to remain parked from the same side of a public street, alley or public way for more than twelve (12) hours after the opposite side of the street, alley or public way upon which the vehicle is parked has had the snow plowed by the village.

2. It shall be unlawful to park any vehicle on Elm Street between Highway 38 and Brown Street at any time within twelve (12) hours after a snowfall of three inches (3") or more has occurred.

(Ord. 452, 3-4-1974, eff. 3-4-1974)

 

B. Towing Vehicle, Costs: Any motor vehicle parked or standing in violation of this section may be towed or moved to another location or to a village impoundment area by a village vehicle or private towing service. No vehicles towed to a village impoundment area shall be released to the owner, lienholder or other person entitled to possession unless proper proof of entitlement to possession is first furnished to the village and all storage charges and towing charges incurred by the village are paid to the village.

C. Nonliability Of Village Or Towing Service: The owner and lienholder of vehicles parked or standing in violation of this section shall not be entitled to any claim for damages to any motor vehicle unless wilful and wanton misconduct shall be established.

Village of Franklin Grove's "Early Warning Siren"

 

What Does the Siren Mean?
The system uses two Siren tones only.

* Alert Tone- 3 minutes:
A continuous tone to signify an emergency alert, this signal will be used to signify a tornado warning (not a tornado watch).
*Siren Test Tone- 1 minute:
Please note that the Village will perform a monthly siren test to ensure ail sirens are functioning. The entire system is tested for minute at 10:00am on the first Tuesday of every month.
*All Clear" NO TONE"


Please tune to your local news agencies such as smart phones, NOAA Weather Radio, AM, FM radio and TV then listen for notification regarding the emergency.


Radio Signal Test:
Every Wednesday between I0 A.M, and Noon, NOAA Will send out a signal at which time a red light on the siren pole will light up for 9 hours showing that it is receiving a signal.


What should I do if I hear the siren for 3 minutes?
If the sirens are activated and it is not our monthly 1 minute siren test, the public should:
*Seek immediate indoor shelter inside a sturdy building, on a lower level, away from windows and glass.
*Children should be taught to seek shelter.
*Tune into your local media such as smart phones, NOAA Weather Radio, AM, FM radio or television to get information about the warning and when the threat has passed.


Will the siren activate if we have a power outage?
No! The siren will not activate!
That is one reason you should not depend on the siren for your only source of warning.
Another reason the siren will not activate is if the tower in Whiteside County that activates our remote system has its power knocked out, it will not signal our system to activate.


Why use outdoor warning sirens?
Sirens are still the most effective method to warn the population at large in the shortest amount of time. This applies to adults and children who may be outdoors at ball games, in their yard, or anywhere else where they are not in contact with a smart phone, the normal news media channels such as radio, TV or local public address systems.
On average, tornado deaths in the United States have gone from 8 per 1 million people in 1925 to 0.11 per 1 million people today a trend largely attributed to early-warning systems fed by advanced meteorology and the introduction of Doppler radar


Will the sirens warn me of every dangerous storm?
No, Franklin Grove's siren is for "tornado warnings only" not watches or severe storms. It is programmed to activate if NOAA sends a warning saying conditions are appropriate for a tornado anywhere in Lee Co. it cannot be specific to Franklin Grove. Doppler radar "does not always" pick up all conditions for tornadoes. "The safest approach is to be proactive and use all of the information available to protect yourself and your family from threatening weather.


Nothing can replace common sense.
If a storm is approaching, the lightning alone is a threat. Sirens are only one part of a warning system that includes preparation, smart phones, NOAA Weather Radio, and local media such as AM, FM radio and TV".

FRANKLIN GROVE CEMETERY ASSOCIATION NEEDS YOUR HELP

The Franklin Grove Cemetery Association is in need of funds to keep the grounds in pristine condition.

The Board was just made aware of the law that "PROHIBITS" funds charged for perpetual care when purchasing lots being used for maintenance, i.e. mowing and general upkeep. Thus, the board must determine what legal options are available for funding this important maintenance upkeep.

The Board is seeking donations, as our funds are in very short supply due to the low interest rates on our Certificate of Deposit and the State Law, which prohibits using those funds from perpetual care.

We are in the process of assessing our options, but the funds for keeping the grounds mowed and trimmed are about to run out. At this time, donations to keep us going until we have a more definite solution are our only option.

We hope you will respond to our request. The donations may be turned in at the Franklin Grove Branch of the First National Bank in Amboy with the specific notation to hold for THE FRANKLIN GROVE CEMETERY MAINTENANCE FUND.

We would appreciate whatever you can do to keep the grounds in pristine order.

NOTICE ABOUT LAWN MAINTENANCE IN FRANKLIN GROVE IL


March 15 to May 15 and from September 15 to November 30

4-1-1: OPEN BURNING:
A. The intentional burning of any material including any garbage, refuse, or waste, is prohibited except as specifically provided herein.
B. Burning of leaves and twigs is permitted from March 15 to May 15 and from September 15 to November 30 of each year, inclusive, provided:
1. Such burning must be on private property and shall not be on any public street, alley or sidewalk.
2. Such burning shall only be from nine o'clock (9:00) A.M. until seven o'clock (7:00) P.M.
3. Such burning must be attended by a responsible person.
C. Recreational fires shall be permitted when all of the following conditions are met:
1. Grills, cooking pits, smokers, and other cooking devices are exempt from time restrictions.
2. The base of the fire is fully contained in a fireproof containment device including, but not limited to, a fire pit, steel ring, grill, etc., not to exceed sixty inches (60") in diameter. After nine o'clock (9:00) P.M. the fire should be fully contained in a fireproof containment device including, but not limited to, a fire pit, steel ring, grill, etc., not to exceed thirty six inches (36") in diameter.
3. Combustible fuels are limited to clean, dry, untreated, unpainted woods.
4. Fires shall not be allowed to smolder and/or emit noxious or offensive odors at any time.
5. Fires shall be attended at all times and when extinguished they should be cool to the touch on the exterior three inches (3").
6. Accelerants not specifically designed for igniting recreational fires may not be used to ignite recreational fires.
7. Fires must be maintained a reasonable distance from structures, vegetation and other combustibles.
8. Fires must be extinguished immediately upon the direction of a law enforcement officer or at the direction of the fire chief.
D. Any person violating any provisions of this section shall be deemed guilty of a misdemeanor and fined not less than one hundred fifty dollars ($150.00) nor more than seven hundred fifty dollars ($750.00). (Ord. 718-11, 11-11-2011)

Brush Pickup

All garbage cans and yard waste to be set in front of the house not in the alley. Also grass clippings, etc. should be placed in a paper bag, not plastic.

All tree branches and brush no longer than 4 feet and tied in bundles of 40 to 50 lbs.

 

Building Permits

Any new construction or remodel needs to have a permit as well as any decks, fences, dog runs, etc.

When in doubt, call the Village Hall to inquire if a permit is needed.

Dumpsters and Street Obstructions

All dumpster and any other street obstructions require a permit to be obtained by the Village Zoning Officer
